Is there a way for the admin of a Joomla site to create PCP pages for users?

Sort of. They would have to NOT be logged in to their own account and visit the 'Create PCP' front-end page:

http://<your joomla site>/index.php?option=com_civicrm&task=civicrm/contribute/campaign&action=add&reset=1&pageId=1

(Replace pageId=1 with the ID of the associated CiviCRM Contribution page)

If the user exists, they would need to login to front-end using that user's credentials.
If the user doesn't exist yet, they will be prompted to create the user account as they create the PCP page.
