drupal 6.x CiviCRM 3.x Permissions not saving

I am using CiviCRM with Drupal 6.x, and since upgrading to Civi 3.x from 2.7 I have noticed that when I am editing permissions for deleting contacts and records in CiviCRM, when I try to give my 'Administrator' role the permission to delete contacts, it won't save the new permissions at all, and it also isn't giving me an error that permissions did not save...  This is only happening with Civi permissions (others seem to save fine...). 

Ideas?

i did check drupal and haven't found anything...  :(  any ideas what might be going on or how to troubleshoot?
