Set a default state/province in address fields?

Is there any way to set a default state/province in the address fields? I am setting up a couple of CiviCRM/Drupal sites for groups whose members are primarily from the same state, so it would be very helpful from a UI perspective if that state was always selected by default.

This seems like a no-brainer, so I'm surprised that it doesn't seem to be an option and I can't really find anything in the forums about it.

you can use the buildform hook to set the state value to the right value

would be great if you can submit a patch that sets it on a global basis via an option setting, i.e. implement the no-brainer

So there is no way to do it without getting into the code?
