Storage of date information forces time to be included

I have a number of custom fields that are dates.  Even though i have chosen the time
format to be NONE, whenever I save a date is always displays a time of 00:00:00

Is this the way things are supposed to behave?  Looks like the sandbox does the same thing....

I have to admit being a bit confused by this, and cannot remember if it was always this way, or just
after my recent update to 3.1 b5.

There's another related issue, the select gizmo that allows me to choose the date
is sort of scrambled, and does not allow me to see the month being chosen.  Any suggestions here??...

Yes. If you have not selected time, it will store 00:00:00 in database. So if you have not selected time field it won't be displayed in UI.
