Number of rows in file does not match rows to import

I have a .csv file with 1892 rows. When I try to import Civi tells me that there are only 1541 rows with 3 errors. Does it sort out invalid addresses, e.g. no zip code? I used no duplicate checking.

Perhaps there are quoting problems in the file - for instance, if there's an unmatched quotation mark in one row, then a "matching" quotation mark 300 rows later, that might explain the discrepancy.
