Running CiviCRM with multiple Chapters - Permissions

Hi,

I'm looking into setting up CiviCRM for a national organisation. They have 14 regional offices.

The database would need to allow each regional office to login and manage contributions, events etc but only for their region.

Has anyone done something similar> Is it possible out of the box or does it require customisation
