Importing memberships not matching contacts

On CiviCRM 1.8, when I try to import memberships it doesn't match some members to their CiviCRM contact and returns them as errors.  What I don't understand is that I imported an external ID and I'm basically using the same file for the membership import as I did with the contact import.

I try setting the email field and external id field, but it only matches a subset of the contacts.  Additionally, it isn't clear when it says match to email what email fields it is going to try and match on (does it try any email field that exists for a contact, i.e. work, home, etc)?

Since memberships import for 500 of the 600 members it would be hard to reproduce on the demo site.  Any additional insights on why it might not be matching or on how the civimember import does it matching?

I suspect you might need to adjust the matching criteria in the CiviCRM settings area.  CiviCRM Admin >> Contact Matching  This is different from the duplicate matching rules.

Since you have an external identifier, just make sure it is present in the DB and in the upload file and set the contact matching rule to use the external identifier and nothing else (i.e. no email).
