DB_DataObject Error: DB Error: insufficient permissions

I'm upgrading from 3.0, alpha 3 to 3.1 beta 6 in Joomla
I ran the installer and it said it was a success
I went to the database upgrade script and got this error message:
DB_DataObject Error: DB Error: insufficient permissions

What does this mean and what should I do?

I have installed the civiCRM db tools referred to in the troubleshooting section of documentation but am unable to run them as I do not have shell access.

My host advised me that it is not a mySQL message but an error message from civiCRM itself.
I (and my host) looked at both settings.php files and I believe them to be correct (which doesn't mean they actually are . . . ).

possible clues are that two or three weeks ago I brought this civiCRM instillation over from another server.  It was quite a job.  Perhaps I missed some setting, somewhere and the upgrade script is trying to use the old database name or the old user name?  Also I changed the key used by cron jobs.  However civiCRM was working fine after these jobs until the upgrade.

It seems there were error(s) on my settings file.  My server needs the database path to be written mysqli instead of mysql.

I remember changing this, but I think that the upgrade deleted and replaced my settings file and I did not catch it.  When I realized the issue I used the settings files that my host (civihosting, which is great) corrected instead of those installed with the regular civicrm upgrade.
