Paypal Pro - recurring payments in Civi 3.1

I upgraded to 3.1 and I am trying to figure out how to make the new feature work are any instructions?

It does not seem to be intuitive so far.

Generally you configure recurring on the contribution page

I am using Joomla and have tried the sandbox there is a place for a pledge but it is not clear that it is going to bill your credit card monthly. Do I have to wait 30 days to see if it is working?
