I think it is all working now.

I disabled sh404sef for the component.

I found this thread that described the error that I will still having.  I had disabled the pending status.  When I enabled it, but registration started working again.

Well, I finally got it to work.

I disabled sh404sef for civicrm.  I also found another post that said that the pending status had to be enabled, which I had disabled.  When I enabled it worked.

I had installed a copy of the joomla installation on another directory for the migration.  So it was:

http://domain.com/original/
http://domain.com/new/

When I finally got everything working on the new installation, I renamed /original/ to /old/ and /new/ to /original changed both Joomla configuration files on the new installation to reflect the change and also changed these Civicrm configuration files:

components/com_civicrm/civicrm.settings.php
administrator/components/com_civicrm/civicrm.settings.php
administrator/components/com_civicrm/civicrm/civicrm.config.php

I kept getting errors, so I uninstalled the component and reinstalled it.   However, now the component loads, but I can't access the menu.  I looked at the source, and the stylesheet is calling the old directory, so it must be set in the database, but I can't find it.  Does anyone know what else I need to change?
