Problem with 3.1 install - javascript

I'd installed 3.0.4 on a site a few days ago.

3.1.1 came out and I did a test install on my sandbox and created the fields and profiles I use the most for campaigns. I tend to have a base install of CiviCRM that I then copy to other sites since it saves time in setting up fields, profiles, contribution pages, etc.

Since the site I'd built a few days ago didn't have any data in its CiviCRM yet, I went ahead and copied over the database and then replaced the 3.0.4 files with 3.1.1. I made sure the resource URLs and all of that were updated.

The site is working, but two quirks have shown up:

It still says version 3.0.4 at the bottom. I'm getting an error that javascript needs to be turned on to use the dashboard. Java is definitely turned on in my browser, as the dashboard works on the other install. It's not theme related either, as I've switched themes to different Drupal default themes and the problem still appears.

Can you delete your file/civicrm/templates_c directory and check if that helps.

I'll try that again. I'd done it as part of my usual process of moving an install.

Well, it appears that deleting it twice did the trick.

Having the same problem on an upgraded site.

Just upgraded a site to 3.1.3 and I'm getting the javascript error. Obviously javascript is on in my browser since I can see the dashboard and other such items on other sites.

But with the javascript not working, I can't use the Dashboard and can't access the reports list.

I've completely deleted the templates folder 5 times. Nothing seems to fix it.

The common.js file is indeed loading and I can access it.

Is there anything else I need to clear that could be causing this issue?
