Display Errors in Civicrm 1.8

I have installed Civicrm 1.8.11536 on Drupal 5.2. I am using xampp on Windows XP. Thanks to the excellent installer I have civicrm up and running. I am using the default Garland theme with 2 columns.

However Civicrm is not displaying correctly.

In Administer Civicrm I do not have the +/- button to expand or collapse each section.

Any idea why this is happening?

so, can you post what your ((hwdornbush's) solution is? - I'm having the same problem
