3.1 won't import some of my contacts due to "this Country is valid but is NOT in the list. This can be viewed and modifed from Global Settings >> Localization."
The values are related to the country "Benin".

The problem is that I 've allowed all countries whether by selecting all of them and putting them in the right box whether by selecting none (which should give the same result as mentionned lower down in the interface

It looks like functionality is working fine for my local install w/ both options.

you might want to replicate issue on our demo site : http://demo.civicrm.org/
