Permissions Required to Create New Event?

After our update to 3.1.1 in Drupal I'm having some troubles granting access to "Create Event" in the menu to non-admin-level users. I have a role called "Manager" that worked in the past but now somethings changed.  It seems that I have to now grant a user full "Administer CiviCRM" powers in order for them to be able to create a new event registration. Does that seem correct? 

When I discovered the ability to modify the top menu bar based on permissions, I thought I had found my answer. But even if I remove the requirement of have the permission level "Administer CiviCRM" from that menu item, it still shows the user an access denied when they try to actually add a new event.

Perhaps there is something new in the permissions setup that I'm missing?

Turns out this was an unintended side effect of some other changes and is a 'bug' :-(. We'll post back here with an issue to fix this shortly so you can track the fix which will be part of 3.1.2.

I see in issues that this is fixed for 3.1.2
It is critical for my operations. Is there a patch or a description of the changes I could make while waiting for 3.1.2?

I also am interested in a patch. I'd revert to 3.1.0 but I love and need the changes made in 3.1.1 to the Personal Campaign Pages so there is no turning back.

Diffs are almost always available on the 'Fisheye' tab for each issue tracker item (once the work is committed to the repository). For this one:

... and you'll need to run the Rebuild Menu url: http://<your site>/civicrm/menu/rebuild?reset=1

I am working on a fresh install of CiviCRM 3.1.3, and I still have the same problem.
I cannot give normal (non-admin) crm users the ability to create new events.

Admittedly, I am new to this, so I don't know what to do with that link that shows changes to event.xml.

Please help!

Non-admin is an issue with event dashboard for 3.1.3.  Check http://issues.civicrm.org/jira/browse/CRM-5955.

You can apply the patch mentioned in http://forum.civicrm.org/index.php/topic,12749.msg54981.html#msg54981,
OR wait for v3.1.4.

Just for information:

I upgraded from 3.1.3 to 3.1.4 and I had to edit the main menu settings through the admin interface:

URL: /civicrm/admin/menu

Remove "administer CiviCRM" permission.

Then rebuild the menu: /civicrm/menu/rebuild?reset=1

And now, the "new event" entry appears in the main menu.
