Are there any plans to implement a way to process credit card refunds online?

This isn't currently on our roadmap. However, there is a "start" in that direction with the option to enter online contributions from the "backend" which was added in 1.8. If you're interested in pushing this forward - you might want to write up a specification and solicit feedback from others in the community to see how much interest there is.
