I have a Drupal installation with ckeditor as the installed editor. When I go into CiviCRM Global Settings I do not see that as one of the WYSIWYG choices; all that I see is testarea, tinymce, and fckeditor. The default was fckeditor, and since I did not have that installed I could not use the html option in CiviMail. I switched to tinymce and could then use it; however, when I tried to use the 'insert hyperlink' tool I only got a pop-up that was blank, it had no mean of inputting anything.

I switch back to fckeditor and then installed the fckeditor module but I still cannot use the html input at all. It will not allow the curser to do anything and I cannot paste in it. I can use fckeditor to create a page in Drupal, it just seems that I cannot use it to create a mailing. Any thoughts?

CiviCRM does not share Editors with Drupal, so installing / enabling ckEditor for drupal is not related to what you can or can't do in CiviCRM. We have upgraded our 'built-in' editor to ckEditor for the current stable release of CiviCRM (3.1.1) - so you might want to upgrade and see if that solves your problem. However, the mis-behavior you're seeing in both editors may indicate a configuration problem on your site causing the javascript functions to not work properly.

Check for the correct Resource URL (Administer >> Global Settings), and make sure you're not accessing your site from different URL patterns, e.g.
http://mysite.org
http://www.mysite.org
