custom data fields not appearing for anonymous users

I'm using civicrm 3.0.2 on drupal 6.8.

I have an event setup with 2 profiles.

The first profile (a) uses all non custom fields.
The second profile (b) uses 1 non-custom field and 2 custom fields (for Participants). 

When I view the registration page as a registered drupal user, I can see all the fields as expected.
However, when I view the registration page as an anonymous user, I only see the non-custom fields.

I've reviewed the settings and haven't yet found something to explain this, but perhaps I have overlooked something.

I have tried removing the non-custom field from profile (B) - no luck.

I've tried clearing templates_c, to no avail.
(I attempted to upgrade to civi3.1, but I'm having views-related trouble with that.  Hope to be able to try that again soon.)

I would greatly appreciate any insight!

ensure that anon user has the permissions:

access all custom data

this permission is not as dangerous as it sounds

That did it!  Thanks for the quick reply.

I had thought I had checked that permission, but missed it grouped with the other "access" permissions.
