starting fresh with CiviCRM

i've been using CiviCRM with Joomla since the 1.xxx days.  I'm wondering if there is a way to start with a fresh installation, but avoiding having to re-import all contacts.  I'm getting errors and WSOD in several places and I'm wondering if I'm just carrying over issues from upgrade to upgrade.

You need to check your apache log for WSOD errors.
