CiviCRM color schemes (and moving icons)

First of all, I'm not a graphic designer and I only know a little bit about colors.  I do think however that it would be good to have and use a consistent color scheme.  I'd be happy to come up with some proposals and/or CSS code that will make the different parts of civicrm.org look better.  I need to know what to start from.  Can the red, green, blue and white used in the logo be considered a starting point?

I've recently came across this online tool http://colorschemedesigner.com/
And this offline tool http://www.oyranos.org/#about (with an extremely basic website, which I find a bit odd, but it looks like professional software).  Does anyone have experience with this?

One thing I personally find moving icons annoying.  Right now I'm distracted by two smileys and the marquee icon.  I might be old fashioned but I don't think anyone should use the marquee tag or moving smileys in a serious forum.  So I'd be happy to see these things disabled (or disable them myself if given the appropriate permissions).   And I promise I'll use the forum more often ;)
