More prominent links to the API

It would be useful to have more visible links to the API, the hooks and other essential resources for starting developers.  Most importantly, from the page you get to when you click on "Documentation", i.e.  on http://wiki.civicrm.org/confluence/display/CRMDOC/CiviCRM+Documentation

Specifically, this seems to be the wiki code for developer resources:
- *[Develop and Customize CiviCRM|Developer Resources]* {color:#646464}— {excerpt-include:Developer Resources|nopanel=true}{color}

(If I knew more about Confluence I would change it myself, but I haven't really used it that much.)
