i am running the UpdateGreeting.php script from the command line. the result is:

Greeting is updated for contact(s). (Done)

but when i look at my site, nothing has happened.

did something change with 3.1.2? i have successfully used this script before.

any thoughts would be much appreciated...

I think the main change in 3.1 is that we don't update the evaluated greeting string if it's already got a value for a given contact
The old script used to clobber existing values i think.
If u want the old behavior (update ALL records of specified contact type to the specified or default greeting / addressee type), you need to pass in one more param - force=1.
