Drupal 6.15, civi 3.1.1

1.  I have set up drupal account creation with a simple Civi profile (similar to name/address on drupal.demo.civicrm.org).
2.  Email verification is ON in drupal settings.

When I register a new user, both a new drupal user and a new civicrm contact are created, fields are filled in.  However, no email is sent to confirm the account.

However, when do not include the profile in drupal registration, an email IS sent.

Why?  Is this intentional?  Am I missing a setting?  I did submit a new account to the demo site, but no email sent.  I don't have access to the drupal side of the demo, so I am not sure the settings there, but I did confirm the profile's existence in the user account page.
