Pretty sure this is in another area of CiviCRM, but how do we offer the ability to submit an e-mail address to sign up for the newsletter to be sent by CiviMail?

Is there a way to create a standard signup form, and/or possibly a Drupal block containing an e-mail textbox and button?

You can use profile for this purpose, check http://en.flossmanuals.net/CiviCRM/CapturingExposing
