Would there be a way, when using custom price sets, to set the fee level for a price option to Public or Admin Only as on other items in Civi?

What I am looking at is a way to do do refunds without having to add a Refund Fee Level to an existing price set, do the refund, then go back to the Price Set and remove the Refund option.

What I visualize is:

Spring Event Fee's Setup Page

[ ] 5 Days - $500.00 - Public
[ ] 4 Days - $400.00 - Public
[ ] 3 Days - $300.00 - Public

[ ] Refund Amount [             ] - Admin

After reading a lot about refunds on the forum, it seems to me that this would be a good direction.

If someone could provide the direction, I could have my programmer assist in writing the code and contribute back to Civi.
