There may be some advantage to facilitating cooperation among CiviCRM users at common expertise levels and areas of common interest.  I'm not sure if a few people that don't know something can help each other, but might be worth a try. 

Obviously interests change and the groups would have to reshuffle.

Any interest?

I seem to be knocking myself out over CiviMail in 3.1.2 at the moment.
