Access control by custom field

I would like to have a "Public" checkbox in my contact data that can be used to filter search results. I then want to limit who can view/query records based on this data. The organization that I am working with would like to have a public directory based on civicrm data. Would this require a custom query? Any ideas as to how to accomplish this? Advice is appreciated.
