Don't understand cost structure

I don't understand your cost structure...what would you charge for 11K and 22K emails per month?

Would I be subtracting from the base 3K, for $8.00 additionally per month, or adding from the 10K base, which would be $2 additionally per month?

please let me know asap.

$15 monthly fee covers the first 3000 emails. after that you'll be charged at the following rates

@3,000+ - $0.03 / 10 emails sent (3.00 / 1000)
@10,000+ - $0.01 / 10 emails sent (1.00 / 1000)
@100,000+ - .$0.01 / 15 emails sent (1.00 / 1500)
@250,000+ - $0.01 / 20 emails sent (1.00 / 2000)

So for 11000 emails you would be charged:

$15 for the first 3000 emails, $21 for the 7000 emails at the rate of $0.03 / 10 emails sent and $1 for the remaining 1000 emails at the rate of 0.01 / 10 emails sent.

For 22000 emails the total charge would be $48 calculated as follows:

CiviSMTP Service monthly subscription for first 3000 emails - $ 15.00

Additional mailings above the monthly base of 3000:

1. (7000 / 10) * $0.03 = $21.00

2. (12000 / 10) * $0.01 = $12.00
                                       
------------------------ $ 33.00
