Is there a way to automatically send birthday emails to civicrm contacts?

dont think so. but will be a great community contributed module. you should do a web search, this has come up on the past and there might be some code snippets floating around

Additionally, if I wanted each user of a certain role to have their own administrative area with their own unique contacts, is there support for this in the civicrm module?  I don't see anything quite like that other than organic groups which isn't something I'm using.

that is a good starting point. would be cool if you could package it in a drupal module

for your second question, depends on what you mean by "own administrative area with their own unique contacts". if doing things like mailing / editing data of those contacts, then the answer is yes. you can manage it via ACL's. if more of blogs / forums / content etc, then OG is more appropriate

No blogs or content.  Just CRM stuff.

It's for insurance agents - each having their own contacts, mailings, and events - without having access to any other agents' contacts, mailings, or events.
