Better way to update phrases

I'd like to see a simple way to modify the phrasing of text. I understand that you can add languages and even modify those language packs, but if I just want to change a couple of phrases in the default en_US version, you have to create a whole new language file, compile it and all that jazz or edit core files (at least that's my understanding). I'd just like the en_US included as a file like other languages, a simple interface or even a flat file (non-compiled) to update to my liking.

if its just a few phrases, use a custom translate handler

check the funciton custom_ts in drupal/civitest.module.sampple. u'll need to register custom_ts in the admin screens
