Can only import 1st record

I am trying to import contact records (organization).
Each time I import only the first record in the CSV file is imported, the rest are rejected with msg "Invalid value for field(s) : field ID;" I can see why the error is?
I have tried cutting out all unnecessary fields until I am left with Organization, Address, Supplemental Address 1, City and Postal Code. There is also one custom field Old Membership no.  I have seen various posts about making sure encoding is correct, which I think mine is.
The strange thing is if I resubmit the data, The first record is  ignored as duplicate(which I would expect), then the second record gets imported but the rest have the same error. If I submit the data again the 1st and 2nd records are ignored, the 3rd is accepted, the rest not and so it goes on. Has anyone else had similar problems? If so any ideas what I may be doing wrong? Have attached original CSV and Error CSV.
