Importing data that involves relationships

We have a spreadsheet of legislator contacts that looks something like this:

1. Legislator 1 > Legislator 1 email > Legislator 1 notes >  Staffer 1 > Staffer 1 email > Staffer 1 notes
2. Legislator 1 > [email blank] > [notes blank]  > Staffer 2 > Staffer 2 email > Staffer 2 notes
3. Legislator 2 > Legislator 2 email > Legislator 2 notes > [no staffer info]
4. Legislator 3 > [email blank] > [notes blank] > Staffer 1 > Staffer 1 email

So there are legislators (some with their own info) and in some cases staffers (ditto).

I have set up a "Legislator" custom group and can use the Employee/Employer relationship for the staff members. Is there a way to do this import without scripting?

you can import the relationship info and the email addres on each side. I'm not sure about notes.
