1. you might want to use CiviCRM v3.1.3

2. Use firebug to figure out if its an AJAX issue

We also have a site that started exhibiting the same behavior on 3/5/2010.  The onset of the problem corresponded with a large spike in memory usage on the server (thought to be CiviCRM related).  This site is running CiviCRM 3.1.2 on Drupal 6.15.  Examining this site and another, CiviCRM 3.1.3 site (which does not show the behavior) in Firebug revealed one difference in response message.

The working site (http://WorkingSite/civicrm/admin/event?reset=1&action=update&snippet=4&subPage=EventInfo&id=2) returns 200 OK, whereas the failing site (http://FailingSite/civicrm/admin/event?reset=1&action=update&snippet=4&subPage=EventInfo&id=2) returns 302 Found.

No other differences in the Firebug results were immediately apparent.  (I am open to suggestions for further tests that I can run to isolate the problem.)

The same problem has been reported in: http://forum.civicrm.org/index.php/topic,12380.0.html

The user in that thread indicates that an update to 3.1.3 solved his problem.

We updated to 3.1.3 this evening and the problem appears to be solved.  FYI.
