A fascinating set of requirements for CiviEvent

Hello, I have a situation that I think will require some custom programming, but if you could offer thoughts or confirm it I would really appreciate it.  An NGO spends a lot of effort putting on events.  They have some rather interesting requirements.

1. About half of their events take place at a location owned and operated by the NGO.  The other half take place at a 3rd party venue, which generally takes a percentage of each participant's fee.  For instance, the venue takes 30% of each participant's fee.  The NGO would like to record the contribution as both a "gross fee" received as well as "net fee after venue takes a %".

2. Each event has a series of different price sets, that correspond to various event functions.  Example:
     a. Event with lodging $1000
     b. Event without lodging $600
     c. Event without reception dinner $950
     d. Event without reception dinner or lodging $550

It's important to note that the price sets relate to the particular event experience.  It's not just "regular, student, senior" for instance, where price varies but the event experience is the same.

Here's the kicker, the NGO occasionally offers scholarships to participants, in varying amounts, which could apply to any one of the four (2.a. - 2.d.) price sets listed above.  The NGO would like a way to record the scholarship amount for certain Registrations, without displaying the scholarship in any public priceset.  This scholarship would be reflected in any income reports from the event.  Such as "Event with Lodging $1000, minus $300 scholarship...net donation $700"

Anyone ever done anything like this?  Anyone want anything like this?  Custom programming is required right?

There has been some active discussion about your kicker on this thread.

I managed to make a kludgy hack that did the job.  It is currently in the queue to be fixed/cleaned for 3.2.  Here.
