Custom fields in 3.1.3 activity and relationship reports?

I am confused by http://issues.civicrm.org/jira/browse/CRM-5613?page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel&focusedCommentId=31716#action_31716. Seems to imply that 3.1.3 will support filtering on custom fields in activity (and relationship?) report templates. Doesn't seem to work that way in the latest standalone sandbox, which I assume is 3.1.3.

i dont think we've updated standalone in the past few weeks. you might want to check with the drupal demo. if you are using standalone you might also be interested in:

Tried the drupal 3.1.3 demo and custom fields seem to work nicely in activity and relationship reports. Awesome!

Will stay away from standalone from here on out.
