upgrades 3.1.3: don't forget translation files!

I recently upgrded from 3.1.1 -> 3.1.3 following instructions:
http://wiki.civicrm.org/confluence/display/CRMDOC/Upgrade+Drupal+Sites+to+3.1

As I've several civicrm instances, in other language than US-en, I first went through errors on running the upgrade script until I put the corrresponding l10n folder into civicrm root folder prior to run the upgrade script.
