Membership detail report filtering error

In Membership Report (Summary) using default values, a line showed that there were two members for an Individual membership type who had started their membership in a certain month long ago. When I clicked on that month, I was brought to a Membership Report (Detail) page with three contacts listed with current Individual type memberships: one with a current membership who has been continuously a membership since the start month long ago, one with a current membership that shows a start date at the beginning of this year (the current membership period start date), and one with an expired membership that started in the appropriate period long ago. The second contact also had a membership of a different type (a magazine subscription), now expired, that started in the relevant period long ago. The incorrectly included contact had a current membership of the correct type for the current period, and an expired membership of the incorrect type that started in the  membership type. When I checked the criteria for the detail report it was clear that the membership type and start date were set properly when coming in from the summary report; the issue is that the filtering on detail report was not working properly like the group by clause on the summary report.

Seems like the SQL for the report needs to ensure that same membership record for an individual is being checked for the membership type and the start date month.

Should I file an issue?
