Admin needs to create PCPs

Can an administrator create a PCP? 

I'm trying to add one to an existing contact, the profile only contains the email address of the contact.  It says the email address is already in use but the contact is not in the pcp table.

Any ideas?

hello TravelingPharaoh,

After checking a couple of things, I can't see any way that an Admin can create a PCP for any contact other than his/her own.

I am curious though, do you have CiviCRM set up so that contacts can't create their own PCPs? Your best bet would probably be to Allow them to create their own. Just make sure that you set things up so that PCPs need Admin approval.
