upgrade 3.0.0 Joomla to 3.1.3 still 3.0.0

I successfully upgraded the localhost wamp site but the live site won't upgrade, or so it thinks. It still says 3.0.0 and thinks the database has already been upgraded to 3.0.0 which it already had...

So I uninstalled and upgraded again and it still says the same thing.

Can you delete your media/civicrm/templates_c folder and check if that helps.
