Is it possible in Drupal to display the CiviCRM dropdown menu on non-CiviCRM pages?I have a site which would like to do this.

Nope, currently it is not possible to add CiviCRM menu on non-civicrm pages. For implementing this I guess you will have to do considerable amount of code changes.
