Odd behaviour with CiviMail profile

I'm seeing this behaviour on a site. A profile has been created that adds contacts to specific mailing groups, drupal user account creation required is ticked.  When a user subscribes a confirmation email is sent and you can click on the link to confirm.  However the drupal user is NOT created.

I'm not sure if this is connected but, if we untick the drupal user account required box, the confirmation email is NOT sent.

OK I'm feeling a little stupid now, the drupal user registration was not showing due to "Only site administrators can create new user accounts." in drupal user settings.

However it still remains that unless "drupal user account creation required" is ticked no confirmation email is sent, hence no subscribers.
