3.0.4 CC Feature

I'm on 3.0.4 sending emails to a group (not in CiviMail). Used the CC feature while sending it out to about 20 people. Instead of just being CC'd once, I got 20 emails, one for each person it went to. Is that the way the CC feature should work? It seems like a bug in that I can't imagine why anyone would want to get a CC for every person it sends it to.

if u send to 20 folks, we send it as 20 different emails. based on token substitution etc, each email can be potentially different and hence 20 u get 20 copies of "similar" emails
