Can't get into CiviCRM from Drupal

I've been struggling for some time with what is supposed to be an upgrade to CiviCRM 3.13 on Drupal 6.16. When I go to the CiviCRM Install page to check that I have the right DB names, passwords, etc., I get "oops! CiviCRM is already installed". When I look into CiviCRM.settings.php, they all appear to be good.
I do find, now, that CiviCRM is listed as Enabled on the Drupal Modules admin page. When I enable modules to link CiviCRM and Drupal contacts and groups, I get an error message that the CiviCRM Contacts table does not exist. If I could get into CiviCRM I might be able to fix that, but I find no menu entry on my Drupal home page to get into CiviCRM like I did on the earlier version. When I go to configure the page Blocks in Drupal, I find several CiviCRM blocks offered (although not the Dashboard that I used to use as my access point from Drupal). However, even when I assign those blocks to Left Sidebar, etc., I don't see them on my Drupal home page.
I'm getting the feeling that CiviCRM is all there, but I just can't find the door. This is probably a simple fix, but it is eluding my even-simpler mind. Any help will be much appreciated.

I assume you followed the upgrade instructions here:

http://wiki.civicrm.org/confluence/display/CRMDOC/Upgrade+Drupal+Sites+to+3.1

... including running the upgrade script. You would not normally go to the install script URL during an upgrade.

If so, you can try accessing the CiviCRM home page using a URL like this:

http://<your_drupal_site>/index.php?q=civicrm

OK, the whole upgrade thing hasn't work, so I've tried reloading the CiviCRM 3.13 code: cleared out the old stuff, uploaded the new stuff, ran the install script (ran just fine), but now Drupal says it can't find civicrm.settings.php in the expected location, Sure enough, I can't either, nor anyplace else. CiviCRM does show up on the Drupal Modules page as installed and enabled. Shouldn't the Install script be generating civicrm.settings.php? or giving me an error message if it can't?
I tried the suggestion of going to <mysite>/index.php?q=civicrm and get a File Not Found.
I'm going to take another look at the DB locations. I had some difficulty with my ISP when I set it up in the first place (with Drupal and CiviCRM sharing a DB) so maybe that got changed and I don't remember it correctly (and I'm looking at the wrong notes) and poor old CiviCRM is being told to look at an existing DB that does not have the CiviCRM tables in it.
But FIRST: dinner! My brain is looking at an empty DB, too.
