Just to add on to this (but if it feels like hijacking happy to go elsewhere). The issue of dupe checking is one we are looking at too - not so much for imports as creating new contacts.

Scenario is like this.

L2 Admin gets a new contact from offline that they want to add.

First step is we want them to be able to verify if that contact is already in the DB but in another L2's silo to avoid creating a duplicate.

If they are already in the system then we want them to have the ability to add them to their own L2 group so they become editable using normal L2 permissions.

(and yes they would need to notify the L2 Admin for the area the person originally belonged to that a contact has relocated to another State.)

So I am wondering if we can accomplish that via a new Permission that would give 'Edit all Contacts' for the L1 Group, without giving all the other options for Memberships and Contributions etc? Otherwise I can see us having to give them an account on the L1 site which seems a backward step.

Any bright ideas?

i think GMVCO and their group of orgs wants to treat the contact as 2 different contacts in the DB and hence no sharing

Maybe the behaviour could depend on CIVICRM_UNIQ_EMAIL_PER_SITE ?
