How to change URL ?

Hello,

   Which config file can change the URL, becuase I was testing the CRM at internal so using private IP and
now testing at internet so changed to public IP, please see the following picture.

I changed what you said in civicrm.settings.php 

define( 'CIVICRM_UF_BASEURL'      , 'http://218.154.12.98/joomla' );

The problem still not fix yet

Have you changed civicrm.settings.php in backend ? (ie. administrator/components/com_civicrm/civicrm.settings.php)

Once you do that change CiviCRM Resource URL.

I think for your case it should be : http://218.154.12.98/joomla/administrator/components/com_civicrm/civicrm/

(also change  Image Upload URL )
