I posted this in an old thread (here: http://forum.civicrm.org/index.php/topic,10972.0.html) but wanted to make note that it's still a bug for 3.1.3 and I was also able to recreate it on drupal.demo.civicrm.org.

When exporting event participants using the "select fields for export" method, if you include the Participant Note field and it has values for some participants, those participants will show up as duplicates in the exported file. 

It's also been posted as a bug at http://issues.civicrm.org/jira/browse/CRM-5271. Any hope for a fix for this?
