The DIV is a "messages status"

Where do I go to change the message to a custom message?

i think you'd have to hack the php file (use the custom php files option so you aren't in the core mod if possible).

civicrm/CRM/Event/Page/EventInfo.php should be in 'class CRM_Event_Page_EventInfo'
