Email problem with approval of campaign page

I was setting up personal campaign pages, and specified that it should email someone for approval before allowing them.

When setting up a test personal campgain page, it reported that there was a SMTP error, and gave the usual advice to check the SMTP settings. The SMTP settings are fine, a test email from the setup page works fine and the system is happily emailing when profiles are submitted etc.

So what is the email function for approval of a contribution page calling that is different to these other parts of civi? Why might that fail when emailing generally seems fine?

Can't really look at this on the test sites as they don't do email, I believe.
