Form Formatting Broken after Upgrade

I just upgraded to CiviCRM 3.1.3 and I noticed that the formatting of all the forms where totally destroyed.  It looks like there's a serious CSS problem, but I tried overwriting all of the new stylesheets with the previous version's and that didn't seem to fix it.

I'm not quite sure where the problem is.  Any help on what might have caused this would be very helpful.

Have you tried clearing browser cache? also try deleting your templates_c directory.
