Help needed with upgrade from 3.0.2 to 3.1.3

Hi all,

I would like to get professional services to sort out a problem upgrading a CiviCRM installation (on Drupal) that I'm having.  I have had some problems with this database for a few upgrades now - see this thread for details, where I'm poster vshura:

I thought I had it sorted, both by using your dbase tools and by manually checking the installation against a clean 2.2.6 installation.

Since then it's upgraded ok, but I'm now having a problem going from 3.0.2 to 3.1.3.  It's exactly the same error as this guy gets with his upgrade:

What I'd like to end up with is a good CiviCRM 3.1.3 installation, with all the data preserved, or a version of 3.0.2 that is upgradable without problems.

Finally, I've used DharmaTech's dbtools to check for a problem, but while it spots and corrects some problems with the database, it doesn't fix the main problem.
