Set up Contribution Type = PDTest

Set up Custom Data Type = PDTest$ for Contributions Type PDTest (Required)

Set up Membership Type = PDTestMemb using Contribution Type PDTest

Go check by adding an offline Contribution of type PDTest$ and the fields show and are required and all is good

Go check by adding an offline Membership of type PDTestMemb and select "Record Membership Payment?" and PDTest is the pre-selected one, but the fields are not included.

Result is then that the Contribution is saved without the Required Fields have been set up.

Is this intended, expected, problematic, solvable?

So long ago - so many other issues since then 
Can't recall. Would suggest you reset as per above on demo - confirm it is still a 'gap' and then indicate if you have any resources to put towards getting the solution/addition in to core.
